He won without a majority vote. He won with a "plurality". It dawned on me that without the electoral College it would be possible to have, say, three or four, or more, candidates split the vote in such a way that a candidate could be elected President with, say, 20% of the vote! How the dickens would a President govern then? He'd NEVER be able to get anything done and he'd have no power to be effective in setting policy, foreign or domestic. He would have ZERO influenece with the Congress because he'd only have the backing of, say, 20%... or less of the people who voted him in. (Those voters would have absolutely no influenece in the government of the country, either.) It would effectivly gut the office of the President. Clinton, with his plurality, was vastly weakened. (Thank God for little favors!) Or if any change do away with the electoral votes, as it is archaic and just go by popular vote. I thought electoral votes of a state were decided by the number of reprentatives in the Congress. i don't see where the Congress would have any say in how a state determines how it's electoral votes are cast. We're about to have that argument within North Carolina in the next few months. We haa winner take all system. the dems want to change that because this state votes, nationally, republican, durn near every election. The dems want to set the electoral votes up on a percentage basis so the dem candidates will, at least, get some votes.
