Even though the US Missile Defense System is still in development, it is capable of intercepting, and shooting down, the Taepodong-2 missile North Korea has on the launch pad, ready to fire. At least the North Koreans say it is.
North Korea is infamous for screaming, kicking, and bawling like a baby, to get attention. They’ve been doing it since the fifties. But, this time, Precious Flower may have bitten off more than he can chew.

However this turns out, the value of a US missile defense system has now been set. It is invaluable!

This is more Sabre Rattling by North Korea trying to get the USA to talk directly with them. Everything else they have tried to use to get us to respond to their demands haven't worked and I am pretty sure this won't work either.
